01 Introduction
E-Keralam Digital Hub is a network of community hubs across Kerala's 14 districts that brings together digital services, entrepreneurship support, skill training and everyday governance services under one roof. This policy explains what personal information we collect when you visit a hub, use our website, enrol in a course through SkillUp LMS, or take part in SHE Academy, our women's enterprise wing — and how that information is used, shared and protected.
By visiting a hub or using our digital services, you agree to the practices described in this policy. If you do not agree, please do not use our services, or contact us using the details at the end of this page.
02 Information we collect
We collect information in three broad ways: what you give us directly, what we collect automatically, and what we receive from partner departments or agencies when a service requires it.
Information you provide
- Name, gender, date of birth, address, phone number and email address
- Government ID details required for specific citizen services (e.g. Aadhaar, ration card, or business registration number), collected only where the service you request legally requires it
- Educational and employment background when enrolling in courses or entrepreneurship programmes
- Business details for MSMEs and startups seeking support, mentorship or funding facilitation
- Payment details when you pay for a paid course, workspace booking or service fee
Information collected automatically
- Device type, browser, IP address and general location when you use our website or LMS
- Pages visited, course progress, quiz scores and time spent on learning modules
- Hub check-in and check-out timestamps recorded through our front-desk or kiosk systems
Information from third parties
- Verification data from government departments where a service requires eligibility confirmation
- Information shared by mentors, trainers or partner organisations directly involved in a programme you've joined
03 How we use your information
We use the information we collect to:
- Register you for hub services, courses, workspace bookings or citizen services and deliver them properly
- Track learning progress and issue certificates through SkillUp LMS
- Match entrepreneurs and MSMEs with relevant mentorship, funding or business support opportunities
- Verify eligibility for government schemes routed through the hub
- Communicate updates, appointment reminders and programme announcements
- Improve our hub layout, digital services and course content based on usage patterns
- Meet legal, regulatory and reporting obligations to Kerala state departments
04 SHE Academy & training records
SHE Academy, our women's enterprise wing, collects additional information relevant to enterprise training, mentorship matching and business opportunity referrals — including business stage, sector of interest and prior entrepreneurial experience. This information is used solely to personalise training tracks and connect participants with appropriate mentors, funding partners or buyer networks, and is never shared with unrelated third parties without consent.
Participants may request that their SHE Academy profile be shared with a specific partner (for example, a lending institution) — this only happens with your explicit, separate consent for that purpose.
05 In-person hub visits
When you visit a physical E-Keralam Hub, front-desk staff may record your name, contact number and reason for visit for scheduling and service-quality purposes. Some hubs use CCTV for premises security; footage is retained only for a limited period and is not linked to your service records unless required for an investigation.
07 Data security
We apply administrative, technical and physical safeguards appropriate to the sensitivity of the information involved, including access controls limiting staff visibility to only the data needed for their role, encrypted storage for sensitive identifiers, and regular review of hub-level data handling practices. No system is completely secure, and we encourage you to report any suspected data exposure to us immediately using the contact details below.
08 Data retention
We retain personal information only as long as necessary to provide the service you requested, meet legal or reporting obligations, or resolve disputes. Course completion records may be retained longer to support certificate verification. Once information is no longer needed, it is securely deleted or anonymised.
09 Your rights & choices
Depending on the service you've used, you may:
- Request a copy of the personal information we hold about you
- Ask us to correct inaccurate or outdated information
- Request deletion of your information, subject to legal and record-keeping requirements
- Withdraw consent for optional communications or profile sharing at any time
- Ask which hub or department has accessed your citizen service records

11 Children's privacy
Some hub programmes are designed for students under 18, delivered with school or guardian involvement. Where a participant is a minor, we collect only the information necessary for the programme and require guardian or institutional consent as applicable. We do not knowingly collect personal information from children outside the context of a supervised educational programme.
12 Changes to this policy
We may update this policy as our services evolve or as required by law. When we make material changes, we will update the effective date at the top of this page and, where appropriate, notify registered users through the LMS or hub notice boards. We encourage you to review this page periodically.
